Health and Safety Code Section 17973 requires the first inspection by January 1, 2026, and every six years thereafter. The earlier January 1, 2025 deadline commonly discussed in older articles is no longer the current SB 721 date.<\/p>\n

The written report must include photos, test results if any, and narrative sufficient to establish a baseline condition for future comparison. It must address current condition, expected future performance, remaining service life, and recommendations for further inspection, repair, or replacement.<\/p>\n
Inspection reports must be maintained in permanent building records for at least two inspection cycles. They must also be disclosed and delivered to the buyer at the time of a later sale of the building. Good records reduce confusion during enforcement, refinancing, due diligence, or ownership transfer.<\/p>\n
